Here's what you will need:

• A page of flags

• A can of aerosol hairspray  

• A box of toothpicks

• Glue or a glue stick

1. After printing out your flags, wait for a few minutes to make sure the ink is dry. Then, spray the page front and back with a light coat of hair spray. This will prevent the ink from running when you apply the glue.
   

2. Cut out the flags. Each flag is actually made up of two flags joined at one end. Your cut-out flag will look like this:
   
   
   

3. Spread a little glue on the back of a flag, place a toothpick in the center, and fold the flag front to back.
   

4. Repeat steps 1, 2, and 3 until your fingers are stuck together or you run out of flags. :-)
